Norman E. Justice
Initially appointed in 1973 to replace Mr. Davis, Mr. Justice served in the Kansas House for seventeen years. A representative of Wyandotte County, he was a Union Official and a member of the Democratic Party. Mr. Justice resigned from the legislature in 1989.
