Robert C. Caldwell Elected to the Kansas House in 1976, Mr. Caldwell
was the first African American legislator from Saline County. A teacher,
he was elected Mayor of Salina in 1970 and again in 1975. He served in
the Kansas legislature for two years.
The Robert C. Caldwell Collection contains papers
and photographs that document his community leadership before and after
his tenure in the Kansas State Legislator.

Mr. Caldwell served two years as a representative from Saline County.
A teacher, Mr. Caldwell was also elected as Mayor of Salina from 1970
to 1972 and again in 1975.
